Financial Audit
Execution of the AUDIT of the college accounts is one of the most important indicative parameters of the financial discipline of any institution. The Government aided non-Government colleges (erstwhile Government Sponsored Colleges) are no exception in this regard.
The procedure for the audit of college accounts
[A] Appointment of Auditor (Audit Firm)
The Education Directorate of the Department of Higher Education, Government of West Bengal is the competent authority for the appointment of auditors (Audit Firm) for the purpose of ‘Audit of accounts of Grant-in-Aid Colleges’ in terms of the Government Order No. 364-Edn(CS), dated 02.03.1973.
The Education Directorate of the Department of Higher Education, Government of West Bengal maintains a panel of auditors for the purpose of the audit of accounts of Grant-in-Aid Colleges. On the expiry of a Financial Year, the Education Directorate of the Department of Higher Education, Government of West Bengal issues an order in connection with the purpose under reference. It is mandatory for the college to execute the audit of the college accounts by the ‘AUDITOR’ (Audit Firm) duly appointed by the Government.
[B] The Audit
The auditor (Audit Firm) so appointed executes the audit in terms of the letter of appointment and prepares a report on the basis of its observations. The audit report is signed jointly by the Principal of the college (DDO) and the authorized signatory of the Audit Firm duly appointed by the Government.
[C] Submission of the Audit Report to the Government
The audit report is mandatorily sent to the office of the Director of Public Instructions, Government of West Bengal, immediately after the execution of the audit.
